為進一步(bu)拓寬環(huan)(huan)(huan)保(bao)(bao)(bao)產(chan)(chan)(chan)業(ye)(ye)發展(zhan)融資(zi)(zi)(zi)(zi)(zi)(zi)渠道(dao),《國家(jia)環(huan)(huan)(huan)境(jing)保(bao)(bao)(bao)護“十二五”規(gui)劃(hua)》及《關于加(jia)強環(huan)(huan)(huan)境(jing)保(bao)(bao)(bao)護重點工作的意見》提出,要多渠道(dao)建立環(huan)(huan)(huan)保(bao)(bao)(bao)產(chan)(chan)(chan)業(ye)(ye)發展(zhan)基(ji)(ji)金(jin)(jin)。“十二五”期間(jian),全社(she)會環(huan)(huan)(huan)保(bao)(bao)(bao)投(tou)(tou)(tou)資(zi)(zi)(zi)(zi)(zi)(zi)需(xu)(xu)(xu)求約3.4萬億元(yuan),其中(zhong)政(zheng)府(fu)投(tou)(tou)(tou)資(zi)(zi)(zi)(zi)(zi)(zi)規(gui)模約達1.5萬億元(yuan),其余1.9萬億元(yuan)將充分利用社(she)會資(zi)(zi)(zi)(zi)(zi)(zi)本(ben)。由于環(huan)(huan)(huan)保(bao)(bao)(bao)產(chan)(chan)(chan)業(ye)(ye)項目初始(shi)投(tou)(tou)(tou)資(zi)(zi)(zi)(zi)(zi)(zi)大(da)、運(yun)營(ying)回收(shou)周(zhou)期長、投(tou)(tou)(tou)資(zi)(zi)(zi)(zi)(zi)(zi)回報預期不佳等問題,設(she)立環(huan)(huan)(huan)保(bao)(bao)(bao)產(chan)(chan)(chan)業(ye)(ye)發展(zhan)基(ji)(ji)金(jin)(jin)更加(jia)切合環(huan)(huan)(huan)保(bao)(bao)(bao)產(chan)(chan)(chan)業(ye)(ye)特性及融資(zi)(zi)(zi)(zi)(zi)(zi)需(xu)(xu)(xu)求,并需(xu)(xu)(xu)要大(da)比(bi)例的國家(jia)政(zheng)策性資(zi)(zi)(zi)(zi)(zi)(zi)金(jin)(jin)、社(she)保(bao)(bao)(bao)資(zi)(zi)(zi)(zi)(zi)(zi)金(jin)(jin)、養老金(jin)(jin)以(yi)及大(da)量的社(she)會公益性資(zi)(zi)(zi)(zi)(zi)(zi)金(jin)(jin)參與。環(huan)(huan)(huan)保(bao)(bao)(bao)產(chan)(chan)(chan)業(ye)(ye)發展(zhan)基(ji)(ji)金(jin)(jin)投(tou)(tou)(tou)資(zi)(zi)(zi)(zi)(zi)(zi)模式不同(tong)(tong)于通常的PE投(tou)(tou)(tou)資(zi)(zi)(zi)(zi)(zi)(zi),重點應以(yi)運(yun)營(ying)類(lei)項目投(tou)(tou)(tou)資(zi)(zi)(zi)(zi)(zi)(zi)為主,以(yi)企業(ye)(ye)股權投(tou)(tou)(tou)資(zi)(zi)(zi)(zi)(zi)(zi)為輔。主要解決今(jin)后合同(tong)(tong)環(huan)(huan)(huan)境(jing)服務及BOT類(lei)項目的資(zi)(zi)(zi)(zi)(zi)(zi)金(jin)(jin)問題。
夯實鄉村現代(dai)化建設,促(cu)進鄉村新生
《鄉村(cun)振興(xing)(xing)(xing)(xing)促進法》頒布實施是(shi)以習近平同(tong)志為核(he)心的(de)(de)黨(dang)中(zhong)央(yang)保障鄉村(cun)振興(xing)(xing)(xing)(xing)戰略(lve)全(quan)面實施的(de)(de)重大制度性安(an)排(pai),是(shi)適應全(quan)面依(yi)法治(zhi)國新(xin)(xin)任(ren)務新(xin)(xin)要求(qiu),充(chong)分總結、提煉“三(san)農(nong)(nong)”領域豐富法治(zhi)實踐經驗,發展和完善中(zhong)國特(te)色社(she)會主義“三(san)農(nong)(nong)”法律體(ti)系的(de)(de)最新(xin)(xin)成(cheng)果(guo),將極大夯實鄉村(cun)振興(xing)(xing)(xing)(xing)的(de)(de)法治(zhi)基礎,促進農(nong)(nong)村(cun)治(zhi)理體(ti)系和治(zhi)理能(neng)力(li)現(xian)代化。要尊重農(nong)(nong)民意愿和維護農(nong)(nong)民權益(yi),把選擇權交給(gei)農(nong)(nong)民。這一重要論述啟示我們(men),必(bi)須把鄉村(cun)振興(xing)(xing)(xing)(xing)的(de)(de)主體(ti)權還給(gei)農(nong)(nong)民,同(tong)時不(bu)斷對(dui)農(nong)(nong)民賦能(neng),培養(yang)農(nong)(nong)民的(de)(de)鄉村(cun)振興(xing)(xing)(xing)(xing)能(neng)力(li),讓他們(men)把對(dui)美好(hao)生活的(de)(de)向往化為推(tui)動(dong)鄉村(cun)振興(xing)(xing)(xing)(xing)的(de)(de)動(dong)力(li),用雙手托舉(ju)起(qi)更加美好(hao)的(de)(de)新(xin)(xin)生活。
“萬企興萬村”行動
中(zhong)共中(zhong)央辦公廳、國(guo)(guo)務院辦公廳2022年5月(yue)23日(ri)印(yin)發了《鄉村(cun)(cun)建(jian)(jian)設(she)(she)行動(dong)實施方案》,并發出通知指出:“引導(dao)社(she)會力量(liang)參與。扎(zha)實開展“萬企(qi)興萬村(cun)(cun)”行動(dong),大(da)力引導(dao)和(he)(he)鼓(gu)勵(li)社(she)會力量(liang)投入鄉村(cun)(cun)建(jian)(jian)設(she)(she)。對經營(ying)性建(jian)(jian)設(she)(she)項目,規范有序推(tui)廣政府和(he)(he)社(she)會資(zi)本(ben)合作模式,切實發揮運(yun)營(ying)企(qi)業(ye)(ye)作用。農(nong)(nong)業(ye)(ye)農(nong)(nong)村(cun)(cun)部、國(guo)(guo)家鄉村(cun)(cun)振興局(ju)發布《社(she)會資(zi)本(ben)投資(zi)農(nong)(nong)業(ye)(ye)農(nong)(nong)村(cun)(cun)指引(2021)》中(zhong)指出社(she)會資(zi)本(ben)是全(quan)面推(tui)進鄉村(cun)(cun)振興、加快農(nong)(nong)業(ye)(ye)農(nong)(nong)村(cun)(cun)現(xian)代化的重要(yao)力量(liang),民企(qi)投資(zi)下沉、下鄉已逐漸成為趨勢(shi)。
